The Collapse of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are released from multiple capitals. Considerable effort is allocated on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a ability provided through current data. From observation points, military aircraft that had been deployed to counter approaching guided weapons streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is impossible to force Russia to surrender the territory that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until conditions improve in its advantage.

Current Realities

Realistically, there are no real preconditions for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
