English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a new study of local authorities, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling playing fields and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would prioritise service redesigns and using savings to manage increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its property management strategy included the sale of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Increases and Wider Financial Pressures

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to raise local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both better provisions and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of county councils this week also found local finances being strained by the growing number of young people and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 deprivation indices,” said the report.

“Although only one key city is in the ten most deprived for disadvantaged communities nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the scale of difficulties facing municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and demand,” said a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey revealed.
